In accordance with the relevant provisions of the environmental protection acceptance procedures for completed construction projects, the environmental protection acceptance status of the Ningbo Huaxing Technology Co., Ltd.'s 24,000-ton/year high-end automotive interior fabric production line technical upgrade project (Phase I) is hereby publicized as follows:

Construction Content: Ningbo Huaxing Technology Co., Ltd. (hereinafter referred to as "Huaxing Technology") (formerly Ningbo Huaxing Tire Co., Ltd.), established in 2001, is a professional manufacturer of polyester filament, recycled rubber, and grey fabric dyeing and finishing.

The company has two factory areas. One is located on the north side of National Highway 329 in Haidianrong Village, Longshan Town, Cixi City (hereinafter referred to as "Longshan Factory Area"), mainly producing differentiated polyester pre-oriented (POY) staple fiber and fine denier filament. Another factory area is located at No. 188 Cidong Avenue, Cidong Coastal Economic Development Zone (hereinafter referred to as "Cidong Factory Area", i.e., the location of this project), mainly engaged in the production of recycled rubber and the dyeing and printing of grey fabric. The projects currently implemented at the Cidong Factory Area are the "60,000-ton/year recycled rubber production line project" and the "24,000-ton/year warp and weft knitted plush production line technical upgrade project," with a product scale of 60,000 tons/year of recycled rubber and 24,000 tons/year of plush dyed and finished grey fabric. Currently, the relevant equipment of the "60,000-ton/year recycled rubber production line project" has been dismantled, and the recycled rubber production line has ceased production.

In July 2021, the company commissioned Zhejiang Renxin Environmental Science Research Institute Co., Ltd. to prepare the "Environmental Impact Report for the Technical Upgrade Project of Ningbo Huaxing Technology Co., Ltd.'s 24,000-ton/year High-end Automotive Interior Fabric Production Line," and obtained approval from the Ningbo Municipal Bureau of Ecology and Environment on July 14, 2021 (Ningbo Environmental Construction [2021] No. 21). According to the environmental impact assessment and approval, the main construction content includes: adding dyeing machines, pad dyeing machines, washing machines, setting machines, printing equipment, and some finishing equipment; constructing supporting wastewater treatment facilities and other auxiliary projects; and forming an annual production capacity of 24,000 tons of high-end automotive interior fabrics.

According to the company's production plan, the company intends to construct the "Ningbo Huaxing Technology Co., Ltd. 24,000-ton/year High-end Automotive Interior Fabric Production Line Technical Upgrade Project" in phases. The first phase will construct a production line with an annual capacity of 10,000 tons of high-end automotive interior fabrics, and the second phase will construct a production line with an annual capacity of 14,000 tons of high-end automotive interior fabrics.

Main environmental protection measures:

1. Exhaust gas: The exhaust gas in the first phase includes qualitative exhaust gas, napping exhaust gas, and wastewater treatment plant exhaust gas.

The finishing exhaust gas is collected and treated (heat exchange, water spray, wet electrostatic precipitator) before being discharged through a 15m high exhaust stack; the dust exhaust gas from the napping process is collected and treated before being discharged through a 15m high exhaust stack; the above exhaust gas emissions meet the standards for newly established enterprises in Table 1 of the "Emission Standard of Air Pollutants for Textile Dyeing and Finishing Industry" (DB33/962-2015); among them, the finishing exhaust gas involving natural gas combustion must simultaneously meet the "Emission Standard of Air Pollutants for Industrial Furnaces and Kilns" (GB9078-1996) and the "Comprehensive Treatment Plan for Air Pollution from Industrial Furnaces and Kilns" (Environmental Protection and Control [2019] No. 56) of Zhejiang Province. The exhaust gas from some structures of the wastewater treatment plant is collected, treated by alkaline absorption to meet the "Emission Standard for Odor Pollutants" (GB14554-93), and then discharged through a 15m high exhaust stack. 2. Wastewater: The project's production wastewater will be pre-treated at the on-site wastewater treatment plant to meet the indirect discharge standards for newly built enterprises as specified in Table 2 of the "Water Pollutant Discharge Standard for Textile Dyeing and Finishing Industry" (GB4287-2012). Part of the wastewater will then be discharged into the Cixi Eastern Wastewater Treatment Plant, while the remaining portion will undergo further treatment in a reverse osmosis unit before being reused in production. The reverse osmosis concentrate will be discharged into the municipal sewer system along with some of the effluent from the preceding air flotation process.

3. Noise: The main noise generated by this project is from production equipment. Sound insulation and noise reduction measures have been implemented to address various types of noise.

4. Solid Waste: Based on equipment and processes, the first phase will generate scrap materials, soft packaging solid waste, waste fiber dust, waste dyeing auxiliaries and other auxiliary material packaging, wastewater treatment sludge, waste oil from hair styling, and domestic waste.

Scrap materials, flexible packaging solid waste, waste fiber dust, and sludge from the wastewater treatment plant are classified as general solid waste, which will be sold externally for comprehensive utilization. Waste dye auxiliaries and other auxiliary materials packaging and qualitative waste oil are classified as hazardous waste and have been entrusted to Ningbo Dadi Chemical Environmental Protection Co., Ltd. for disposal. Domestic waste is entrusted to the sanitation department for collection and transportation.

The company has set up a 20m² hazardous waste warehouse, and the temporary storage site for hazardous waste meets the requirements of the "Standard for Pollution Control of Hazardous Waste Storage" (GB 18597-2023).
